Instead you have teleporters, that's what I'm saying. You would have two areas in the same map, essentially loading multiple areas that are linked by teleporters, and make areas far away from eachother so that the draw distance will obscure them no matter what, also add occlusion volumes in-between these areas (For infinite draw distance users). Use teleporters for players to go to different areas that are already loaded in the same map.
Just an idea. Not sure if Postal 2 has multiplayer teleporters, but you could probably program one pretty easily by having a volume that changes a player's transform / position+rotation if you walk into it, and you would have a spot in front of the teleporter volume where the player would appear, this way you don't constantly teleport because you teleport to another teleporter.
