How to add factions to the map? When I start a new game it does not add the factions I selected in the configuration part.

By no factions does this mean that the game auto creates factions from default and modded factions and places them anywhere on the map as it does on a vanilla map or does this mean your mod requires manual placement of factions settlement by settlement?
