Neither of those mods touch any south american states in state_regions or history/pops, so it's almost certainly not one of those mods causing that problem

Also there is the dilemna of different grades of coal:
1: lignite or brown coal, good only for heating or power production (or in steam engines but giving a lower efficiency)
2: bituminous coal, with more thermal power and used especially to make coke for steelmaking
3: anthracite (hard coal or black coal), the highest grade, which can burn hot enough to melt the steel and porcelain in a household oven
(there is also sub-bituminous coal between lignite and bituminous coal)
The devs have lumped these all together into one good and seem to have represented lignite coal deposits in some places but not others, for example the lignite mines in Saxony and Brandenburg, but not in Greece. Maybe too much to think about when considering adding a single lignite mine to Iceland lol.

On top of the Chinese oil fields I mentioned in the description I've also been looking at the mineral and oil resources of Greenland and Iceland and thinking of ways to implement them without making it feel unrealistic or unbalanced. Both of them have or historically had both a handful of coal and gold mines and Greenland has a lot of iron deposits, along with probably some of the world's largest mostly-unexplored oil reserves but largely offshore (offshore oil rigs are beyond the timeline of this game) and of course a giant icecap covers the interior. On the maps I've seen, where the offshore oil basins overlap with the coast are mostly in very remote areas, but I imagine there would have been development there if they had been explored when it was more economical for oil in the past, like during the 70s.

I will look at that mod, but first I am trying to figure out if I can use gamerules to let people pick what mods they want to throw in. I would think Somewhat Historical Resources throws in more minerals for Spain, but I know they could still have a bunch more gold mines, so let me know what you think Iberia should have more specifically of.
