To anyone who can't get it working with bots, you need to move the map from Steams workshop folder directly to the TF2 map folder. For some reason nav_generate doesn't properly save meshes with workshop maps anymore.

If anyone wants to try this out with a working nav mesh (and maybe other players), dustbowl.tf has it in the mapcycle and you can call a vote to change the map to it if it's not already selected.
