Using your example, if you wanted to make an Egyptian-styled empire run and didn't want Greek/Byzantine last names like those showing up in possible empire names, but aren't confident about making a full personal mod yourself, you could edit that file to switch it to a list of ancient Egyptian names. It'll then make my mod pull empire Dynasty-style names from your custom list when your world is generated, and as an added bonus the Empire NPCs in your world will also have Egyptian surnames.
You'd want to keep a copy of your edited version elsewhere, though, as the file can be reverted back to default when Rimworld's file integrity is tested or possibly when Rimworld does fix-patches. That way, you can simply overwrite it with your custom version whenever it gets reverted.

The Empire are not humble or good Christians in the slightest.
They practice sl-av-ery. They worship the Archotects, the hyper-computers that create all of the really advanced and funky stuff in the Rimworld universe.
They are an authoritarian surveillance police-state with what amounts to a caste system.
So it makes sense that they would be right arrogant pricks, especially the nobility.
A people that flew off to the star system of our North star to found a new republic wouldn't call themselves "The Republic of the Sun," they'd call themselves "the Republic of Polaris."
The same would go for a knightly order based on one of Mars's moons. They'd be the "Order of Phobos, Knights of Mars, Beaters of Ass," not simply "the Knights of the Moon."
