would provide the original stat boosts of the chargin targe's defenses, without the charging ability, able to withstand a single backstab from a spy, does not break, lowers backstab damage, provides constant minor speed buff.

Why not as a normal sheild?
I mean, I don't think a Demoknight's biggest fear is a Spy. Also, there are only 3 cosmetic slots.

It's a good idea to make this a primary, as the boots already have an in-game form, that won't let you use your normal primary boots.

This whole set is pretty good, Valve probably wont add it because they suck when it comes to workshop items, but, still, awesome set!

Cosmetic i think the demoman is a good target for spies as they set up good defences so they are pretty high value in that respect but few spies attually go for them so there is little point in a razor back type shield.
