For the sake of balance maybe add increased vulnerability to flanking attacks in addition to the bonus. As it stands, this mod makes Cavalry a bit unparalled in strength, allowing them to clear units off the battlefield quite easily; particularly in the Classical, Medieval and Renaissance Eras. I have not seen how it affects Armor yet, but the same basic principles apply.
With the increased vulnerabilty, it adds an increased tactical element to it. 25% seems fair but take that as you will. Cavalry were not terribly effective once they were hemmed in, increased flank vulnerability would reflect that.
One more, arguably unbalanced proposal. Not sure how the coding would work for this, but any cavalry attacking from a hill to a flat terrain marker could be given a small bonus as well. 25% seems a bit heavy there. 10-15%?
