我看了一下代码,算是搞明白了。
建筑无需文化改革这个游戏规则是属于你另一个MOD【奇观建筑师】,而且【奇观建筑师】完全包含了【王国建筑师】的内容。
【奇观建筑师】可以通过特殊建筑来解锁通用建筑。而【王国建筑师】可以通过文化改革来解锁建筑,两种条件达成一条,都可以解锁相应建筑。
我觉得游戏规则的名称有必要区分一下,简介也可以说明一下,不然我们都以为无需文化改革就可以造通用建筑。

@HeirandtheSpare Glad to see your feedback that is quite reasonable.
Most of the limitations on Breweries have been removed, and the innovation has been changed to Water System , which should make them more easy to construct.
As well, in the last update I've removed most of the limitations on Vineyards , which are only unavailable in Plateau/Steppe/Polar/Desert regions.
In my test, British Isles and France could be able to build Breweries/Vineyards normally.
I have not observed a issue that players can not build buildings at war. If you can find a way to trigger the issue, please let me know.

Can you explain to me why everything needs to be at level 5 and above? I'd love to be able to build some early buildings, but there are none apparently available in 867 because I'm at war. Why is this restriction there? Doesn't make a lot of sense. Breweries should be available immediately, as people have been brewing beer for thousands of years, EVERYWHERE. This is especially true of the British Isles and France. Also, in France there are vineyards everywhere, including the north. Aquitaine wasn't the only place to produce wine. I like this mod but you have a lot of restrictions that I don't think make much sense.
