This highlights the main problem. Any single path lvl 3 mage is gonna be competing with cap only commanders for recruitment, and you're probably never going to use them more than once or twice. If ever. Since you'll likely have better commanders to recruit in your cap.
Ritual discount sites are the most powerful ones of the bunch. Getting a 40% discount on alteration or construction is crazy good.
Is there a limit to the number of nations supported, or details about the size of the pool of random items?
