I'mma add this mod to my modlist, but DO know I likely won't use its mechanics once I settle my desired territory, since if I need to nab land any time beyond that, it's gonna be via claims my character has because their parents owned it before they died

Updated. Now, it works almost exactly like CK2. The Chaplain's learning skill no longer affects the speed of the fabrication claim, now the progress bar takes 1 year no matter what.

@Shakenidentity, hopefully pushing the update fixes your issue.

Edit: I subscribed and the launcher gave me the red triangle and said that this mod was missing the descriptor file. | My original comment before downloading: another CK3 only player here who is excited to see this added. Something always felt off about there being a 100% chance to get the claim every time. I look forward to being slightly annoyed with a more difficult mechanic. Thanks.
