a bit of audio magic using ffmpeg and python

its a script i've developed over the years to mass encode every audio file i give it to replicate the original voicelines's encoding

from the sample rate down to the ( more or less ) exact duration, the game should accept any audio file i give it without the need for a new soundcache

How do you successfully make it doesnt require rebuilding/updating audiocache?
