I got it to work by:
1. relaunching garry's mod (if it was open when you installed it)
2. opening up the spawn menu (for me it's q)
3. next to tools tab in the top right of the spawn menu, NOT the top right of your screen, there is a tab labeled camera. This is different then the camera in the tools menu.
4. go to presets first.
5. press Generate Example Presets
6. go to client.
7. check what the hotkey is for the next preset.
8. rebind it to whatever you want. (or leave it as is)
9. Press that key.
The mod is still very good and my go-to thirdperson mod but I already have an addon that adds another crosshair and it looks weird having 2 crosshairs combined.

I don't get how people can write convars and not note down what they are or what they do.
You can test it using HL2 map transitions.
Also it doesn't remember my presets if I'm playing with someone but whenever I'm the host it works fine
