textures should work right out of the box as long as you made sure to also put them in custom. headshots is a whole different can of worms since different models will have different hitboxes and that's above my paygrade lol

So basically i replace $includemodel "m_anm.mdl" with $includemodel "Police_animations.mdl" ?

assuming everything works PERFECTLY without ANY ISSUES, the easiest way is to decompile it with crowbar and replace the animation entries in the QC file with those that the metro cops use, recompile for HL2, rename the models to match the original model name (and make sure it's in the same folder structure), slap that into custom, and test.

I will say though I've had less luck with player models to cops/combine soldiers bc they ten to do this thing with their skeleton where their shoulders go broad and they look all goofy

Could you tell me how to turn a player model into a npc like you did please? Im trying to make a metro police replacement but i have no idea how to add animation and stuff.
