Don't recall anyone making that. I tried it, but gave up shortly after because the file size ended up being too big for uploading and the results weren't worth it.

Simple answer. Valve used indoor textures for outdoor areas and vice-versa.

It's good and very detalized mod but why snow textures exists everywhere? I mean that is it under the roof and inside in buildings, not only on roads and trees and etc. Maybe it's just a white floor paint color but I don't think so... In mod that you hate there is no just such thing.
