first time I installed it, it had 8 rounds, now it is defaulting to 16 or so, how do I fix this?

there's nothing weird, it's your fault for not understanding how it works, this one only contained model and sounds of course, it just changes the model, it does not do anything with the gun stats, while script mods are the only thing that change your gun stats

Can’t, it’s some kind of advanced modding which I don’t think many people know. You have to open the game file with a coding software and edit the file right there, it’s not anything related to weapon scripts, this game is weird at that point, unlike other source games like l4d2 you can change fire rate but not this game
