Oh wow, I came here to comment the same thing!. V92, Your Citizen Overhaul mod is arguably one of the best out there. You should really consider uploading it here in the HL2 workshop. I would gladly share Steam points if you do! :p2cube:

Unfortunately the original models have no animations so the maps don't call on them.

I think there needs to be a sounds mod where the diesel horns in the games are replaced with a steam whistle like CN 3254's old 5 chime or something.
