fix police ship, it crash whenever you attack any station/ship, otherwise it's good, you just cant fight it lawless ¯\_(ツ)_/¯

I'm having an issue where my game will crash when attacking this faction because it can't spawn any police ships.

I also have the bug where it crashes when I try to attack a station, and it says it could not find any police ships. Please fix this!

started in a system with one of this mods stations as the beginning point, and it had 0 resources on it, and never got more.
