Yeah i do know that the flechette's previously didn't existed and instead the hunters used to shoot normal AR2 bullets
I'm saying that it makes sense if they just decided to reuse that sound and put it there without fixing the left & right channels

It's less a theory and more of a plossible route Valve went, I wish I was lying when I said Valve's known for just reusing old files, to give an example the sounds for the Hunter in Left 4 Dead were just reused files from a scrapped infected dog concept since Valve didn't feel comfortable having animal-based infected in Left 4 Dead.
Vadim M has a video going over all the beta stuff that was originally seen in some shape or form, if Valve reused files for one game, it's not too hard to assume they would do it again if it meant saving that extra bit of development time.

If I had to wager the reason for why this problem exists, it's likely the previous version of the hunter which the screenshot does show, the hunter didn't originally shoot the projectiles everyone knows they shoot today when EP2 was originally teased, heck since Valve's known for just reusing old files the sounds used for the original Hunter's concept was just kept and the projectile was swapped likely in response to play testers when they fought the original Hunter.
