The Belarusian State of Vitebsk stretches into the map, while the capital city of vitebsk is cut off. Usually in that case i pick a big city in the map to serve as capital, which i did mhere, but forgot to name it. The city is not actually Vitebsk but Pastavy, and simply serves as the capital of Vitebsk State in this map, therefore the confusion.

why is Vitebsk in Belarus on the Western part of it, when in reality its in the eastern, mostly near Russia
