@Sun tzu Make sure MBS and the comp patch are loaded correctly. I had the same issue as you until I changed the load order.

After much investigation, I found out this mod was the reason I couldn't colonize any wilderness or ruins

Just a heads up - this mod removes move camp button in the county view.

MBR Reboot - AGOT works though, so I'd use that temporarily.
