really great idea should be part of the big mods . for the ottoman empire when I was playing it I cant pass the laws but IRL Sultan able the pass the laws when he wanted to do . but with costs radicals and now with this mods it feels real . I mean when the council talk about something sultan hear that and approve the law thats easy

Cool idea, but it may be desirable to limit the feature to laws supported by the monarch's IG, so the player can't use it to game the system by passing laws the monarch's own party is against.

What do you mean by "Integrates VTM's tweak to Technocracy, making it require Central Archives rather than Central Planning." VTM requires Central Planning still.

I think the debuff is a bit big, -200 authority for just save some time... idk seem like a lot.
