If you want increased reserve ammo, you can get an ammo reserve mod.

If I increase it's reserve ammo, it will also be increased for other Tier 2 Shotguns. Or is it better to make Tier 1 shotguns have more ammo?

Unfortunately, reload speed and cycle time for shotguns can't be modified via scripts
