the mod manager will not let you have a modded .exe as part of a mod and i am not good enough at coding to do that.

No the game is hard coded to use 1 controller on PC

But that must have a smaller reason within
like i said, the problem is probably windows not seperating controllers due to the lack of a controller index..
could it perhaps help to have a manual instruction that requires a .bat file or something to do things beyond steam workshops capability?

Isn't that because computer keyboards have no sort of information on whether an input device is number 1 or number 2, unlike controllers?
You may have to use some external API such as steam's controller support.. if it counts the controller indexes, if possible. I dont know anything about modding FlatOut, but just trying to help eitherway.

Зачем было выпускать очень сырой если не сказать просто не рабочий мод?!. Перепробовали все конфиги геймпадов и клавиатур это банально не работает. Вывод один не стоит наивно думать что он работает и сможете в него поиграть с другом получить консольный экспириенс. Но шутка ли концептуально понятно что он делает, а вот реализация крайне ужасная не рекомендую к установке☝

i do wish that split screen with 2 and 4 players would be added officially to the game it clearly works granted there are bugs in the derby mode but works fine other wise
