As for the vanilla tool cabinet being a table surface, I kinda agree and might just add it into the placeworker to count as one. Right now the placeworker in this mod checks the surfaceType of the defs occupying the cells you want to place something on and it's not a perfect solution, so I will also need to see if I can find a better solution to that without manually patching every single table to exist.

Let's say you want to build a wooden torch in the center of a 3x3 table. You can place the blueprint, but even if you have the materials, sometimes it will say it is missing because the game is struggling to find a path between the materials and the blueprint. However, if you place another blueprint that requires wood nearby, a colonist will haul the wood needed to construct that second blueprint as well as the first one for the torch. Then a colonist can build it without trouble.
I know it's kinda weird, but the mod was like this/worse with this behavior before I forked it and I haven't found a non-intrusive solution to it just yet. But basically, yes you can, it just might be a bit funky at times.
To put things in short this game is not designed to really handle placing stuff on top of each other to begin with, especially when a building requires pathing to it for functionality for a reason (ex. storage, shitting in a toilet, sowing a plant in a pot) so I can't really patch buildings like that. On top of that it also messes with DBH's stuff to try working with that from my experience.
I spent something like 5-6 hours messing with things and exploring edifice grids/pathing (masochism) and ending up asking some more experienced modders with the answer essentially being not to try doing it. So, sorry about that but no solutions. If you have one, please let me know.
I didn't seem to bump into that issue and was able to place the ceiling lights anywhere under a roof without issue, both over tables and anywhere else. Same went for the other ceiling lights in the mod.
Perhaps check your mod settings? There is one that can mess with it which you may have left on by accident. Otherwise, it's probably another mod messing with placeworkers.
Expect it to me a minute though if it's from a mod I can patch because work has been pegging me for a month straight and my sleep schedule has utterly collapsed. I haven't had any reprieve in ages and I feel fucking awful lmao
If you mean you would like me to add a compatibility patch with that mod, sure. Could you link that mod and tell me what items in it you think should be patched?
The DBH sinks can be patched but it doesn't really work as I don't have a system for a separate graphic when they're placed on top of something, so they look a bit off. Just off memory I know that LTS Furnishing has a sink you can place into tables that is made to look correct, though I forget if it's patched to add functionality with DBH...
Anything patched in this mod can also be placed on countertops from those mods.
You're free to review the mod's source and XML patches for how I do it, and if you have any questions my Discord is the same as my Steam where I'll gladly answer any. I can't exactly provide you with a solution or difficulty measure without context on specifically what you're trying to accomplish.
This mod should be compatible with Barely Better Spots. This mod has no known incompatibilities, and I will patch anything it is incompat with as soon as I’m notified of it.
This mod is mainly just for aesthetics over function, and players decide their own balance otherwise. All I can really say is don't place them within each other if that seems unbalanced to you and you don't like that I guess. In my opinion, Even More Linkables in itself is OP already in many aspects (and that's fine if you enjoy it still).
Also the def files are like 10k lines total, jesus. There's so much shit in it lol
