in the late game refugees can only add population to capital but not other cities

in the very beginning i think..maybe 10? Yes i moved to my capital and nothing happens.

Refugees spaw from ancient ruins but i cant settle him on my capital. Is this a bug or is by design?

I Found a glitch, you can get refugees from ancient ruins. how ever if you have not settled your first city and grab an ancient ruin a roll this, the refugee is useless move it to any of your city's it will not be consumed and just stay there you can still move it for exploration but it has no other use

OK, thanks! i started a new game trying vox populi for the first time and it is working as intended. Though i am hating vox popuili's "anti-warmonger fervor" as Venice.

@Bluetail They can, some of my mods do. The mods can only have lua functions and the "Affects saved games" tag is set to false.

@butifarro over the course of my 13 years playing this game on and off, you cannot add mods mid game unfortunately ever, its just a quirk of the engine.

How possible would it be for these units to give a small amount of religious / cultural pressure upon city integration? Could be a cool flavor thing.

@Traveler I have released v2, the unit AI is now the same a spaceship parts so AI will protect them and move it back to their capital. They will also target your refugees with high priority. City-states and AI civs now have refugees spawn from razing cities too.

Will the AI prioritize it as an enemy unit or ignore it?

The DefaultUnitAI is set to UNITAI_DEFENSE, meaning they will use it like a defensive combat unit. So although they won't move it into their cities directly, they sometimes do it accidentally. AI don't receive refugees for this reason so the only way would be to capture it from a player.
