I'm not sure about with vampires. I was playing as the werewolf on the Isle of Man. the button is normally right next to the province view just slightly to the right. When I use MBS I can still partially see the button under the edge of the province view but can't actually click on it.

I'm don't know about PoD lore Can't find this button on random vampire. Who are use "Umbra" vampires or hunters or else? And where this button place in province view without mod?

So I have the load order the way you say to but it doesn't seem to work. There is more building slots but its still blocking the button added by PoD.
