You can also hover over hexes in observatory's interface to see information in-game (angle, reward, if duplicate, if makes progress towards combat strength bonus).
Despite bad phrasing, angles do not have to be created in a single city. In fact if I remember correctly it is impossible to obtain all angles in a single city. The "quest" requires a fair amount of cities and I am not even sure if it is worthy to plan to acquire it.
To be clear I do understand how powerful this ability is even getting just 3 or 4 angles but im just wondering how possible it even is to get all 24 angles in one city.
