I think you're talking about the disabled shadow version of the map.
There is an npc with a script.
the sandbox friendly map has npcs that you can track and patrol. It's just made to be played with.

not sure what THESE mean ^ but they definitely aren't in relation to an npc that spawns. probably just a ploy to make people THINK something will happen. I spent 45 minutes in both the day and night versions and never saw anything creepy
