I am not so sure about that, I tested every mod I had in that load order, and only this mod caused the missing portraits... again idk why, at least i got a confirmation for one i suppose, because they both appeared when using this, if i used all the other mods in the Load order (including the the air designer and the tank designer mods), the portraits were there... I am guessing this is just another case of the Clausewitz engine being itself.

aqueila file is broken but I don't think this mod causes grover missing

I don't know why, I don't know how, but this mod in particular just straight up deletes Grover the fifth and King Moriset Discret... I don't know how or why it does this... but (at least for me) it does.
