I buffed/nerfed mordor, the mordor defenses ie city defense, unpassable mountains, city specializations etc are much stronger to prevent gondor from having a chance to over run mordor. I also buffed gondor, by reworking the river and moving their units and turning their outpost into a city, but adding swamps so that their troops cant get to it first turn and moving the mordor king wraith into position for an easy grab so gondor is now stuck rushing to recap their burning city (which i made sure they can do) just to generate exceptionally large amounts of bad blood between gondor and mordor.
