However, if you do not use all the voice mods I've included configs for I think you'll find a lot of empty voices in your customisation menu. That is they'll have names but won't play any lines. If this is the case I'm not sure if soldiers will randomly be assigned these empty voices upon generation either. So either use them all (you can include your own too) or create a local mod and delete configs you're not using
It's good to learn about local mods for good modding hygiene. Since Steam updates mods without prompting your changes could be overwritten whenever authors update their mods
The results are, without this "mod", that some soldiers from an English-speaking country will be assigned a LOTE voice and or the new voices you download will not be assigned to any soldiers.
The configs from this mod assign those voices to countries I've considered appropriate instead.
The "XComGameBoard.ini" from this "mod" contains many countries that were added by MNaN. If you do not want to use MNaM then you probably should delete that file from this "mod".
I would probably not recommend using my files if you do not wish to use MNaM.
What this mod does is it modifies the voice entries from a bunch of other mods so the game considers their specified region when randomly assigning the voice to soldiers. If you don't have all the mods in the collection installed, then their entries will still show up in the game, but they won't have localization. They won't have the actual voice either.
I've tried to set the "mod" up so that you can easily make adjustments to it. If you haven't browsed the mod in your file explorer already; you should have a look it's as simple as deleting folders and commenting out the new "languages" to the countries you don't want. If you are going to do this I would highly recommend you copy your changes to a local mod so that a future update won't revert these changes
BUT the general idea was my first complaint when I booted up vanilla xcom 2 for the first time. there is not enough diversity in soldier accents/languages! no joke, when I looked at the language listing I was so disappointed by how short it was, this was the first mod I wanted (and there are hundreds of other QoL mods that are arguably more important lol)

I could change the language from Polish to Czech. Unfortunately the Historical Games Pack only has male voices; so then female Czech soldiers would speak American English by default (I think) which is less than desireable as it is currently. Would you be happier with that outcome? Let me know and I'll consider changing it
Typing all in caps isn't a very persuasive way to get someone to change their minds.
