That they needed a starfighter thrown together, and they were willing to scavenge (or in this case, mostly utilize) wrecks to throw that starfighter together.
A lot of uglies were made not just by pirates by welding starfighter parts together, they also could have been some poor spacer who didn't have enough credits to buy a good fighter, but had some tools and patience.
Fun fact: there was one ugly in the Disney canon that used an AT-ST head and had a TIE/ln fighter's solar panels bolted to the sides, some guns to the panels, and most likely some engines and repulsorlifts to the back. It was seen in an image of Poe Dameron and C-3P0 running from a fleet of ugly fighters.
