It can't be uploaded to steam because of the file type.
It has to be on TWC because it's a new format for the pack that doesn't show up in the mod manager. Apologies for all the jerking around with the mod, the vfx files are finnicky.
It was going all weird for a while. :S probably lost subscribers XD
New version changed most of the effects, including adding a small effect to terrains that didn't get the large effect. I'm looking onto customising the effects further by making my own xml fx files :D
Good work too, this always bugged me in the game, like I've worked with horses enough in my life to know that 20 of them, and their riders/trainers in the ring can create a dust storm, let alone 2000+ on an open field xD
