Keep in mind that the radio chatter volume is very low, because it is in fact, an ambient sound, and it would get annoying if it were any higher.
The actual chatter sound may not begin immediately after you install the UHF Radio but after a few seconds, you will start to hear it.
I don't know if you need to click on the radio object after being placed, to start the chatter sound, i just click on it either way.
(Comment below mine is some guy saying it doesn't work, it does lol)
Like if toggled like for example emergency, it will voice out that kind of scenario.
You can also use various tools online to seperate "vocals" from any type of audio, not just music and be able to make something like this;
