@commodus: yep, it would be fine if the characters could wander off to do an adventure or travel a while before returning, but massive amounts of NPCs just get stuck in this limbo world of wandering and dont do nothing but bloat save games

i once had a guy wandering in mongolia romancing my daughter in switzerland. it looks almost deliberatly coded the way chars go wander to the literal opposite side of the world, sadly 0 line of code to edit that
