I will probably eventually make a big collection for the Beastmen as well. I still have more I want to add to them for sure.

Please note: There is currently a vanilla bug with the Cockatrice's unit caps and upkeep not working correctly. This has been reported to CA. I will be updating this later to try to fix it if they don't soon.

Yes. The building is tied to him so he should have access to it no matter how you get him.

There are a few building effects that touch on public order. I was using one of them. Both effects that you might be thinking of (wh_main_effect_public_order_base and wh_main_effect_public_order_base_negative) both show as positive. And the public order effects from characters don't work properly when applied to buildings. I made an additional effect to show the color of the text correctly. Thanks for the report.
If I get to the point of having too many of those I'll probably make an overall collection of them.
