"Soldiers Patrolling at Peace Time" is compatible.
Other mods, even if not unit changing mods, may still be possible to conflict with this mod due to file structure of Vic3.
I have already tell you all the ways I know, I can't help if that still doesn't work.
It works fine on my end.
1. please disable other mods to check if there is mod conflict.
2. if it still not work, try unsubscribe and then resubscribe this mod.

No, I have no time to make and maintain a compatibility patch. You can make one by yourself if you want.
I assume it's because of some editing they do to the German cultures (even though it doesn't touch military sprites), but I'd need to delve into the files to see precisely what the issue is.
It seems that German Unit Models Pack doesn't work for you at all. Unfortunately I have no idea what cause the problem, my only suggestion is to check if you really enable the mod or not.

The first two images feature Prussian soldiers in 1836 and the last screen shot is of the Austrian soldiers of the same period.
(1) Please go to war, and check if german unit models show up correctly in battle or not.
(2) Please provide me screenshots of both battle soldiers and patrolling soldiers of german countries. Please don't use imgur to upload screenshots though, I can't use that site in my region.

2. Check my mod files, as you're a modder, I believe you can learn how to do that through checking the file structure.
As someone who's recently taken up the hobby of modding Victoria 3, I would have two questions:
1. Would you allow me to shamelessly steal lovingly borrow your model files (with credit) to make more soldier model visuals?
2. How on earth did you figure out how to tie soldier models to culture?! How is it done?

(1) It doesn't have to be a commercial project or product for you to be promoting or advertising. What would you call unrelated uniform colors in the pictures on a mod page called "Unit Models". They are not in this mod!
(2) Why not delete those pictures of Blue Prussian unit models and (other uniforms) that are not represented in your mod and just put the correct pic representation of this mod. I bet most people look at those pictures instead/than read what, 7-8 sentences into the description. Come on!
(3) I didn't tell you to do anything. I just asked a couple of questions and then suggested a way to not confuse people.
Again, I bet most people have downloaded or will download this mod based on the pictures; which is to say for the on map uniform colors of the models like the blue Prussian soldiers models which are NOT included in this mod and the pickelhaube (which does exist in this mod).
No, I don't think there is any "deceitfully advertised". Because: (1) there is no advertising, this is not a commercial project, there is just screenshots and descriptions for a mod; (2) there is no "deceitful" since I already write it clear in the description.
I don't change the colour of uniform because that will need to edit counrty's data files and cause compatibilty issues.
Beside uniform colour, everything including the helmet models you said are including in the mod.
If you don't like that, you can (1) edit colour files by yourself, or (2) simply not downloading this mod, or (3) click a dislike. But I'm not going to change anything.
Maybe delete the pictures with the Prussian Blue uniforms if they are not a part of this mod.
On another note, Prussian line infantry doesn't have a different graphic, pickelhaube was ONLY implemented in 1842, so for line infantry, you should use pre-pickelhaube line infantry. Check out the GFM mod on Victoria 2 to take a look at how early Prussian units should look like.
