I'd expect it to be a line-dance but with the train hand movements that are part of The Locomotion dance. Or with the characters' hands on the leading dancer's hip. Then they jump front, back etc. Like in the dance.

A showcase would be nice though if the taunt even exists right now... Line-dances like jenkka/letkis, conga and The Locomotion are one of the funniest things in parties so I hope it'd be added... Kazotsky is too dominating in the TF2 dance scene these days.

McVee has made a multitude of items for TF2's events in the past, I assume that this was made privately with communication from Valve and scrapped at the last moment?

Let's hope Valve changes their mind and adds it, would have been a great thing for EOTL if they kept it. Fingers crossed.
