where is this rule book mention, im trying to find a ruling for the "advanced sorry" regarding drawing a skip your first turn card during the draw two cards

This one is much better than the one by Kiba. But the rules should be in the TTS notebook instead of the mod workshop. It would be much easier for newcomers that way.
