Yes, that's what I would have guessed too.
I guess one would have to enter the main code of the game to change anything about that and not just some .ini file.
I don't think it's a problem with your model. I believe that the reason this happens is because in the base game, there is no trade in garbage via the sea border.
In my save, I thought about buying hazardous waste with this boat to treat and incinerate it in my system, thus making a good profit. But the price is brutally impacted, as if using the land border and the operation is no longer profitable, or even viable.
Was there anything we could do?
Well, if that should be the case, I take note of that, but as a modder I have no chance to influence this mechanic. (Other than that, I didn't notice this mechanic in my playthrough, mainly because I neither import nor export toxic waste. I burn it. I don't care for pollution :D)
Using this boat once, the price at the border for hazardous waste goes from somewhere around 1200 rubles per ton to more or less 180 rubles.
With the game version of this boat, trading coal, the price doesn't even change.

Best solution I could come up with for now.
Up to now this Garbage freighter was enough for my republic, but is there need for an even bigger Garbage freighter? As I'm thinking about converting the Lubbenau, too.
