The cosmetic only covers Scout's face. a part of his body who has never showed any team color to begin with.
Also removing the paint would remove the ability to paint it colors that other players might wanna color it
(and I personally think it looks pretty dope in Black & White)
And just like Feesh said, it can't obscure team coloration. so i fail to see your statement of seeing how you can compare this with Water Waders.
It can't obscure team coloration if there wasn't team coloration there to begin with. Also this is a style for the hat, not the shirt.
