Thats a issue with the background npcs mod itself, but im unsure whats causing that.

NPCs keep spawning outside of the cars and blocking the road

You install it, and background npcs and it basically spawns AI vehicles that drive around IF you have the vehicles set to any number despite 0 and you have DV waypoints.
