For those who are struggling to use this mod, this is how you use it.

When you are setting up a new map to play in Free Game, you will also go to a screen in advanced settings that allows you to select which mods will be used on that map.

On that particular screen, go to the Town Building Era & Level Control entry in the mod list and click on it, so it will bring up the information about what it does. You will find the panel for setting the era and buildings there.

If this explanation isn't clear enough, let me know and I'll try and explain again.
