It's a bit weird, but when I started play in vanilla of victoria the Tsar and the kaiser have (almost) no hair, and when I played with the "Heir Hair Fix for Western Clothes" mod they had 'normal' hair...

Western Clothes Flavor has now been integrated into Western Clothes: Redux and is no longer necessary. Thank you for using WCF, and I hope for your support with WCR!

It's strange, because in my games this bug still exist, unless I have the mentioned mod (except then there is a problem with naked agitors anyway)

Heir Hair Fix should not be necessary anymore since the bald heirs bug was patched out in the base game, as far as I know.

Can you include "Heir Hair Fix for Western Clothes" or remove this error?

The features of WCF are going to merged into the new mod. I will post another comment here when it happens. For now, please use WCR as if it were AWC (as of now, it is equivalent for all intents and purposes) and proceed as normal.

I've updated my submod East Asian Clothes Patch to make it work with 1.3; it requires blue0china's East Asian Clothes mods to be active as well, but as long as you have all 4 mods running you should have no problems with this mod and 1.3, namely agitators not having any clothes.

I'm aware, which is why I'm trying to get EACP updated for 1.3

not particularly gamebreaking but AWC atm does cause all western agitators to be naked.

Cursory look at what needs updating seems to suggest that this mod should be fine.

I'll be working on getting EACP updated instead which should double as a temporary 1.3 patch for both Adopt Western Clothes and East Asian Clothes once it's done.

Should be any country that does not have a primary culture with "European Heritage" as a trait

So taking Asia as an example, Great Qing, Joseon, Japan, Dai Nam, etc. would have this westernization option since they only have Chinese, Korean, Japanese, Vietnamese, etc. cultures as primary cultures, whereas the Philippines would not because they have Spanish as a primary culture, and that one has European Heritage, which would make them be considered westernized.

Which countries are affected by this? is it only East Asian countries?

I made this partly for myself as well so I'll definitely be making sure nothing's wrong with it in 1.3 once it comes out lol

If something breaks with AWC itself though then it might take more time to fix, which I'm expecting it might since they're adding the baby character clothes or whatever

Yes, for the most part.

You need to begin westernization by taking the decision pictured in the first thumbnail once you meet the criteria for it.

Once you take the decision, a journal entry with a progress bar will be added, and more of the clothes will change as progress increases, as shown in the second thumbnail.

The intended effect is that the clothes will change over time, but if the traditionalist IGs get too powerful again for whatever reason, then your westernization progress can halt and clothes won't keep changing, so it's not strictly linked to the passage of time.

Do the clothes change over time? Or am I misunderstanding that image?
