MCM error information shows there is a run order issue with Zelfanas Assorted Fixes.

As an optional feature you can now remove action point costs entirely from specific abilities so they stay available even without any action points.

I do not test anything in LWOTC. You can test it and find out. It probably works, I don't see why it wouldn't.
