wondering if NSC3 - Season 1 needs a compatch for ethics and civics bug branch

not ready for the newest game version or mod version

this mod reverts from Officials, Commanders, and Scientists back to governors, admirals, generals, and Scientists as leader choices breaking any custom civ that has a Official or Commander as a starting leader. due to all the leader traits being missing from the list. If you or an AI is going Official or Commander as a starting leader then this mod is a bust.
