If you have ULX installed, you use !menu and click utility. This is of course if you are admin etc.

I think ULX needs to be server-side in general. I mean, I dont see why It would be needed in single-player anyway.

This would go in your SH then modules in your ULX folder in addons.
If you are installing ULX, you would put it in /addons/ULX/lua and so forth.
