@Kepos It was easier than expected... I quickly made the patch myself.
The patch link is in the description.

I had to size up the color window of EC to get all vanilla colors in.
EC misses 36 new vanilla colors.
The UI Overhaul Patch just takes over the smaller EC Window of this Mod.
Orrie could do a patch for my mod or you just ignore the last 2 lines. The colors are still there for Ai to spawn. Or without UI Overhaul you can see all colors, pick and save your Empire, restart with UI Overhaul till patch...

Nice addition, I like that.
Unfortunately the UI doesn't show up all the colors as the space isn't wide enough. Even with the UI Overhaul + EC patch I sitll get a few rows not choosable. Any idea how to solve that?

Paradox only wrote 226 spawns... I wrote all 5184 :-)

Since some patch there are a lot more standard colors ingame. In EC they are not yet integrated, which you can see below in the mod or on the screenshot of EC. And Paradox did add new colors but never integrated them to spawn. The new colors were also no longer selectable for the player through the mod. So I put them both together.

Sounds good but I'm a bit confused. The description of expanded colours even suggests that it gives ai XYZ amount of colours to use, which your mod supposedly permits as well. Does this not happen even with EC then?
