If you mean the AI-Groupleader marked at the parking islands, this should only happen if this Group got player controlled (take over the AI-Group by player) this you can only fix by restarting the server.

There is a problem. AI commanders appear on the island locked. Because of which the enemy faction is inactive. Please fix it.
