Looks great, but isn't it's UB a little bit too op? No terrain requierment, theming bonus, 2 slots for art.
Also the golden age boost seems over the top

Civ V is indeed the best version of Civ franchaise after IV and it wouldn't have been possible without such an active mod community.
Having subscribed to many of your works, All I can shower on you is praise and love.
